I created a local administrator account and try to make the XP build-in administrator account into a user account, but XP told me that I can't make that on a build-in account. Why?

The "Administrator" account is the "Adinistrator" account and cannot be changed. That is not the same thing as an account with administrator privlidges.

I'm asking this because a lot of people in my company is using this "build-in administrator account" accessing their computers. There are too many things I have to do if I just create a new user account for them. Is there any software to transfer the account's content (such as the documents, programs, and program's settings) to another account?

XP will do that with a profile copy, but you won't be able to copy the complete profile to a regular user account since the default is an Admin account.

It's a really bad idea to use the default Admin account all the time. Create a Default or Mandatory profile and then you'll only have to do that once.

Life is more painless for those who are brainless.

This is a very bad business practice. You need to reassess computer usage policies to prevent potential network & security compromises.
