Will re-install override security?

I'm running Win XP Pro on a home PC, not connected to a network. My Administrative logon is password-protected. Is it possible for someone to access my personal files on the hard disk -- say, in My Documents -- simply by re-installing the OS and re-creating administrative rights?

If the file system is in FAT32 you and anyone can access to that files, even booting with a DOS diskette.

Check your file system going to your hard disk properties and check if NTFS or FAT32
