wierd startup error

OS: windows xp
CPU/Ram: athylon xp 2200 / 512

Specs:
op:Windows xp pro
proc:athylon xp 2200
ram:512
video card:ati 9600 se
(cable internet)

The problem is , when i startup my computer without being connected to the internet it gives me an error thats says " windows has recovered from a serious error". i took a screenshot of what the error report says http://home.comcast.net/~rjryn1/images/untitled.JPG and http://home.comcast.net/~rjryn1/images/untitled2.JPG. This error does not crash my system or anything but it slows my computer down alot during start up and when im tryin to do other things on my computer. If someone could help i would greatly appreciate it :]

To resolve this problem, obtain the latest service pack for Windows XP.( For additional information, open the Microsoft Knowledge Base Article - 317277 )

To resolve this problem, download the following file from the Microsoft Download Center:
Download Q317277_wxp_sp1_x86_enu.exe ( http://www.microsoft.com/downloads/release.asp?ReleaseID=36920)now

im still havin the same problem. i have the latest service pack and i downloaded the hot fix. but i still get an error when i start up if im not connected to the internet. its like internet explorer or sumthin is tryin to do sumthing at start up. If i start my computer while im connected to the internet its starts up very quickly but when im not connected to the internet its seems like its looking for something and when it doesnt find it, it gives me an error
