Wierd Internet Problem

Hi all
I just built this system and am haveing a problem I have never seen before and have been building systems off and on now for over 5 years. Any way heres the system specs....

XFX 7100/630I mATX Motherboard
Intel Core 2 Duo E6850 Processor
EVGA GeForce 8400GS 512MB
Kingston Value Ram 2GB 533MHZ DDR2 CL4
SeaGate 160GB 7200 RPM SATA
On board everything else

Heres the problem

I install windows and everything is fine, install motherboard cd and drives, again everything seems fine, now when I sign on to my cable internet and start normal activity(veiwing websites and downloading firefox and avast av) I get lines that look like mooris code you know ....____--_-_--_---___---_-......_--- and the like on the websites, on the start menu and the internet locks up, if I do get a file to compleatly download it is corrupted and not useable. Happens on both IE7 and Firefox

Troubleshooting steps taken

Pinged router( no reply but network still up on other comps)
Flashdrived new video driver(installed fine still no fix)
Reformated and reinstalled comp


any ideas on what could be causeing this problem, is it software or hardware related even? Thanks for your time

Does it happen with & without connecting through the router?

Create another user or try the guest account & see if the same thing happens.

I have tryed it on two diffrent networks and the same thing happens

You installed all the necessary driver but did you install a firewall or anti-virus or any other protection software. If not, you should have done before you went anywhere near the Internet.
