Wierd - Can't make windows smaller

For some reason, my computer has recently started acting wierd with any window in internet explorer. I can't seem to resize a window. It will let me maximize it, but thenever I click the Restore Down button it just minimizes it.
Does anyone happen to know how to fix this problem?
