Maybe I'm missing something but I've never heard of FAT73.

I guess the OP meant FAT32.

Assuming you mean FAT32 & assuming your external HDD is larger than 32GB, it cannot be formated using Microsoft's formating tool because it has a 32GB limitation. If you need FAT32, you'll have to use a 3rd party tool, such as the one available from the HDD manufacturer.
