The term DOWNLOAD is often used improperly.

You DOWNLOAD data from the internet, or from another computer on your own local network, over the network, if you have more than one computer connected to the same router and a local network has been set upon each computer.
Installing a program or a game from an installation program on a CD or DVD or by running installation files you already have on the hard drive IS NOT DOWNLOADING.
Some program or game installation files are merely a smaller program - a "web installer" program - that requires that you are connected to the internet to actually DOWNLOAD the full program or game onto your computer.
