Why can't I change folder option?

If I open a folder, click tools, folder options, file types, then highlight any registered file type and click advanced, I cannot edit or remove any command for any file type. All I can do is add a new command or set a default.

Once I add a command, I cannot delete it.

Any ideas what is going on?
