Why can not access into program

OS: Win XP pro
CPU/Ram: P3-500/256

I have three pc and all use Win XP pro with same setup for home network.
The problem is -- you can access into anywhere of two pc.
One pc you can access into C: drive and some folders in the C: drive, but can not access into program.
I don't know how to cause this problem and how to fix it ?
How to fix it ?

I'm not sure I understand, but if I do... check the Security permissions on those folders (as well as the Share permissions)...
