Where is my start menu and task manager?

Okay, whenever I try logging into my computer, the start menu and task manager is missing at the bottem, and the problem still happens in safe mode. I KNOW YOU CAN PRESS CTRL ALT DELETE AND THEN CREATE A NEW TASK NAMED EXPLORER,

but I am tired of doing that, and I want the REAL fix so it doesn't do that anymore.

As to the disappearing taskbar items, I've suffered this intermittantly for a couple of years and have run System Restore from safemode with command prompt to resolve it.

I now use a registry backup tool called ERUNT and it has worked flawlessly while System Restore has occasionally failed. http://www.snapfiles.com/get/erunt....
