Under the heading for Connectivity, it only lists bluetooth.
There is also a separate HARDWARE heading that says USB2 Mass Storage Device.
The phone seems to have provision for SD/MicroSD or MicroSDHC card. Does your phone contain either of these memory cards? If not it is possible windows will not recognize the phone as a mass storage device without a memory card in place. You may be able to save your photos to the card memory rather than the phone memory and transfer them to the PC that way.
We had a Nokia phone last year ( cheap one) that had a mini usb port. Turned out that port could only be used for technician access. Windows PCs could not communicate with it.
