Under Internet Options > Connections I have 2 options. One is my regular AT&T Worldnet Service and the other is a "Tibs41". What is that? Is it some spyware dialer maybe?

Check the properties and see where it dials. It may be another account one of your computer users set up and they just named it that. See who the user sign in name is. If you dont know it I would delete it.
