All you have to do is type HELP from the command prompt, this will display all implemented commands in the command console with the exception of Windows Scripting commands.

Help WILL show all the internal commands available in the command interpreter, but unfortuneatley won't list any external console mode commands (like convert, nbtstat, ping, telnet, at, runas etc.)

After a bit of poking around - select 'help and support center' from the start menu - under 'pick a task', click on 'use tools to view your computer information and diagnose problems', click on 'command line refernce a-z', and voila! a list of every [documented] internal and external command available in XP.
