To find out what each Startup(or Process) item does or means
Task List Programs

It is Microsoft Works Profolio. I unchecked mine
in msconfig. The icon was always on top of everything.

Then again if you uncheck it, and want to use it
at some time, the type that file name in the
RUN command. I do not know what it is good for.

That is the MS Works Portfolio tool and an icon should have been produced on the desktop. if you don't use it, you can use SpyBot S&D to delete it from the startup.
