I really want to know what is the difference of

The blue bar at the top is way different and nicer. What version is that one? If it's obtainable, where can i get it? Or is it just a country-version difference?

No, it's likely just a display-settings issue. Just change it in Control Panel->Display->Appearance (tab).

How do i change it to be like that. I can't find it anywhere in the appearance window.

Looks like that came from skinning the Windows GUI such as title bars, push buttons, the Start bar, menu and more. Windowbinds one program that applies the changes. Program is not free. Skins are download separately and applied with windowblinds. Might be other programs out there that can do the samething. I'm not sure but I think you're looking at two different pages.
The fancy one that you like is found via going into Windows Explorer/Help/About Windows.
I think it's pretty standard in any version of Windows????

To me it looks like the difference in appearance between WinXP and WinXP classic style.

I agree with othehill. I'm not on windows currently, so this is from memory. Right click on my computer/properties/advanced
/performance/settings/scoll down & see if the last entry is checked (somthing visual styes)

None of those settings will give that bar look in windowxp or classic. The only other color schemes that xp gives is the olive green & silver found under color scheme of appearance tab. The OP first imagine link must have come from a third party app.

Edit:
Correction more color schemes available in classic mode but still not with that look.

Yeah that's a theme pack released from Microsoft awhile back called Royale. KevinS's link will take you to where you can download it. It is pretty cool!

So does the earth being made by a "big bang" actually make sense??
