Could someone tell me what .Net Framework is, and what it is used for. I have a nVidia Ti4200 graphics card and found a site called '3dGuru' that has a utility program called 'Detonator R.I.P.' to get rid of any left-over nVidia crap before loading new nVidia drivers. But, in order to run Detonator R.I.P. I have to have .Net Framework.

Tne .NET framework is really a strategy to tie disparate platforms and devices together, moving data around in a far more efficient manner than it is currently.
.NET is Microsoft's platform for Web Services. Web services allow applications to communicate and share date over the Internet, regardless of operating system or programming language.

From an end-user point of view: Applications developed for the .NET platform are not classic windows 32 bit applications, but can run on any platform that has the ".net framework" translation funtionality.
You don't need the framework until you start running native .NET applications on your own PC.
MS has been preparing the world for this for some time by including it in Windows Updates to encourage developers to migrate to.NET and for future compatibility with .NET server products.
