What is a BIOS-LOCK

CPU/Ram: amd2200/512

I have a Siemens comp. with Xp-home in an OEM-version, the manual say that the OS is locked to the bios. How much can I do without getting in trouble with the licens.

Tks a lot, thats explain why I am only allowed to upgrade my bios from siemens,
I do hope they have the newest.
