Webcam installation problem

Specs: Windows XP
I have tried to install a webcam. My computer tells me the driver in installed and ready for use. I have gone into my computer searching for something that has to do with safe mode because there is a window that pops up before installation completes for the camera that says, "The windows installer could not be accessed. This can occur if you are running Windows in safe mode or if Windows installer is not installed correctly. Contact your support personnel for support". OK, my computer check says that all my drivers are ok. Microsoft web site installed a new Windows installer. I have rebooted, unplugged, replugged, taken out disc, reinserted disc. Run scans, checked hard drive. Nothing has solve the problem. Oh, this hasn't just happened with the webcam, but also with other disc, and downloads from the internet.I am at my wits end. Can anyone help please?

couple of options, like format or like i do, download kaspersky
virus removal tool run that then go run > type MSCONFIG >
OK. now your in msconfig select normal boot click ok
reboot and run it again to make sure that its clicked, install
your webcam and ur good to go
