webcam cannot connect to video device

Specs: Windows XP, 512
when I install the CD Rom and try to connect to the webcam I get a pop up message saying 'cannot connect to video device'

The sky is blue today with a few clouds.

OK guess we are going to do this the hard way.

How and to what is the camera connected?
USB port? Can you plug in a stick and have it detected in the same port?

The camera is connected through a working USB port, reads memory stick etc. A light on the webcam lights up to indicate power getting to it. When I click on the Icon created from the download I get the warning message.
