Web shortcuts

Since updating to IE7,any desktop web shortcuts, that were previously shown as a Favicon, revert to the "Windows unknown program" style logo, after clearing the cache.In IE6 & also other IE7 converted computers I work on the Favicon simply changes to a blue IE icon.
I've checked the default Icons for HTM & MHT files & these are correct.
Any ideas why once the Favicon is deleted the computer can't recognise the the correct default icon?

This makes sense. It performs as it should. You delete the favicons they have nothing to refer to.

In IE7, I like how it creates the shortcuts with the Favicon whereas it only showed the IE icon in IE6.

On my work computer, running on IE7, they revert back to the blue IE icon. I was trying to understand the reason for the difference.
