We apologize, Windows did not start successf

Specs: Windows XP
my computer (Windows xp operating system) keeps returning to the "We apologize Windows did not start successfully" page. After 30 seconds it attempts to restart, the Windows xp page comes up briefly, followed by the Dell start up page briefly, then the "we apologize" page comes up again. I have tried every mode (safe mode, safe mode with networking, etc. and it keeps returning to the same page. When I try safe mode a whole list of files comes up ending in WINDOWS\system32\\Drivers\(some name).sys and then it goes back to the "we apologize" message.
