WCESCOMM.EXE error

CPU/Ram: 2 GB
Product: Dell Optiplex SX280

Hi Guys
I am having below error message whenever I reboot my computer
WCESCOMM.EXE unable to locate component.
It also says CEUTIL.dll was not found,reinstalling the application may fix this problem.

Do I need to install missing file from XP operating system CD or from any utility program
Help please

To find out what each Startup(or Process) item
does or means, and any recommendation as to if you should close the process:
Task List Programs
Find WCESCOMM.exe there for info.
