I have recently bought a "Creative Radeon 9200SE with TV out" card. I wonder whether I can use this to hook my TV cable and watch TV on my computer. If it is possible what are the recommended software I can use? I am so new to this area so I would really appreciate if you could give me a detailed explanation.

No, TV out just means that you can run a RCA or SVID cable out from your video card to your TV on the auxillary channel so you can use your TV as a moniter. To watch TV, you need a video capture card. The Hauppage 250 PVR is a good one, and so is the LeadTech Winfast TV 2000/XP. The AverMedia UltraTV 300 PCI is OK if you don't mind monoraul sound. If you do buy the AverMedia product, renember to turn on the "3D Depth Balance" in your sound settings, and also enable "3D Stereo Enhancement" under advanced controls. If you don't, then you will only get sound out of one speaker. The software that comes with your video capture card will be adequate. If you want the best experience, get one with a remote control, so you can use it like a TV is supposed to be used.

PS. The AverMedia UltraTV 350 PCI does support stereo, so this would be the better option out of the AverMedia line.
