Wallpaper Creating Freeware

I've tired some freeware programs that are image editing and/or wallpaper creating software, but when I size the pics from 640x480 to 1024x768 they are out of focus and you can see the pixel blocks. I just want a software that I can use to make good quality wallpaper out of pics I take. Anyone know a good freeware?

IrfanView does a good job resizing pix. Don't forget to get the plugins.

You need to take the PICs at a higher resolution then 640x480. Maybe you need a better camera.

I have an older 1.3 megapixel camera that takes images at 1024x768 unless I change it to take them at 640x480 (the only two options).

Check the settings on your camera.
