This may sound like a long shot but do you have separate keys for the mute and unmute button? If the mute key is working, but the unmute key is busted, it would explain everything. Although there should be some kind of visual representation of whether the mute is still applied. A light or..?

If you go in to your Control Panel and select your sound settings, it should be possible to force Windows to run a sound check which will highlight whether the problem is hardware of software. Judging by the nature of the problem, I'm guessing it's hardware as there's not much that can be changed configuration wise with the pressing of a mute button.
