it could be because of the different codecs that are already installed on your computer.

Some programs like nero , vlc, mplayer and others come with certain codecs packages preinstalled. Then you add more and conflicts abound.

Try this...
uninstall all the add-on codecs and run a reg cleaner (ccleaner has a good one) to clean out all the remnents. Check to see if it still flickers.
If so then uninstall the VLC program and nero or other DVD play programs,,,then run the reg cleaner again. Install just the VLC and use it to see if it still flickers. If not then reinstall the other applications one at a time to see which one is causing the problem.

One other thing could be that your resolution is set a tad bit high or your graphics card is OC'd a tad too much and has caused things to become unstable.

Are these videos created from video tapes? If this is just a small part of the screen at the bottom, Like maybe a half inch or so, it could be because the videos were from a video tape. VCR tapes will do that when recorded/played back on computers.

I found out the problem. It happens with any dual core cpu. For some reason, you need to turn up your GPU edge sharpen graphics or whatever.
