VisionTek XTASY 9600 driver issues

While trying to update the drivers for my Visiontek XTASY 9600 256MB video card, I ran into an issue. First I tried using Visiontek's version of the drivers. Basicaly I went into safe mode, and uninstalled all the of ATI crap, and rebooted the computer. I then went in and installed the new visiontek drivers. when I rebooted the PC it came back up the monitor goes into stand by for about 20seconds, when it comes out of standby the computer is at the "windows is shutting down" screen and the computer just reboots.
So thinking I might have missed something I went back into safe mode and once again uninstalled everything and tried it over. Same problem...
So my next step was trying ATI's drivers, so I again went into safe mode and uninstalled the drivers and installed ATI's... amazingly (sarcasm) it didn’t work again, same exact problem.
My next step I was scanning a forum and read about two programs "driver cleaner", and "omega drivers" so I figured id try it... low and behold SAME PROBLEM. Can ANYONE come up with something I have yet to try? And yes I have ALL the windows updates.
