CPU/Ram: Athlon 1.6 512ram

Hi can anyone help i have a few problems on my pc at the moment,I have scanned my pc with Ewido and fixed a few spy/malware problems but have been told i have userinit.exe which will effect rebooting if i switch the pc off,making it difficult to restart my pc,ive been told to delete this in High Jack This F2-reg system.int=C:\WINDOWS\systems32\userinit.exe
?=Is this correct.???
