virtual memory (paging file)

My computer has been using tons of virtual memory lately and I can't figure out why, it's lagging really bad and when I press crl+alt+del and check the processes barely any of my cpu is being used but if I check the paging file under performance its always up in the 600's. Can anyone give me any suggestions on how to fix this?
Its usually fine when I start up my computer but about 15 mins later it starts lagging, also if I keep my computer doing stuff it will continually speed up but if I walk away for awhile and then come back to it, it goes horribly slow.
I just bought a new stick of RAM and that did not seem to do much good at all.
