Video Card Install Issue-No Display

I'm having trouble installing my new ATI Radeon X700 Pro on my computer. The motherboard is an Intel 915G Express Chipset with Integrated graphics and 1 PCI Express 16x Slot. When I first bought the card, I tried uninstalling my drivers from my integrated graphics and popping in my new card, but when I turned on my computer, my monitor stayed on standby and got no display. I tried adjusting the setting on my BIOS from Onboard to Auto Graphics, but everything I tried resulted in the same occurence. I was told I needed to upgrade my power supply by dell, the computers original manufacturer. I purchased an ULTRA 500w PSU and have upgraded to a larger, nicer case and added more fans. However, even with the new PSU, I am still unable to get a display on my monitor while my card is in. It continues to remain on standby. I have tried disabling onboard graphics through the BIOS, and have even tried disabling it through my integrated Graphics Card's properties in Windows. I have not made any progress, and I am open to any suggestions. Somebody please HELP ME!!!! I would greatly appreciate it!!!!

If there is no display then you are pretty much dead in the water.
No display even at boot up is a bios problem... take out the video card, unplug the machine, remove the bios battery for at least five minutes. The bios should reset to default values.
