[VB] Put text on any DirectX app

In Visual Basic: Does anyone know how to put text on any DirectX app running? Like in the program Fraps (www.fraps.com) where the framerate is put on the upper left corner of the screen... I want to make a messaging-application where you can see the text in the game you're playing without having to switch with ALT+TAB constantly...

Any help is greatly appreciated...
