Is it possible to access my laptops HD and use it as an externalHD with my desktop? I was told I could take it out, get an interface , and then plug it into my desk top to get my files before refomatting the laptop.

Yes, you can do that. You need a laptop hard drive adapter.

Fed up with Windows? Try Ubuntu Linux

On top of that you probably will need to take ownership of files & folders or else you will be denied access. More info HERE

If I were you I would forget about the external enclosure & the USB2-IDE adapter. They are unnecessary.

The link I gave you in Response Number 4 does not require anything except the laptop-IDE HD adapter. I thought you wanted to migrate the data to the desktop, then put it back in the laptop to reformat it?

I've used the following adapter that works with laptop drives, standard IDE drives, and SATA drives:

USB 2.0 to SATA/IDE cable

good review here

I've been running a laptop HDD from my desktop PC for quite some time using an IDE2USB adaptor. I just leave the drive laying on my desk. No enclosure at all. Works just fine.

One thing though. If you want to turn off the power don't pull the power plug from the drive itself. Unplug it at the power adaptor or from the wall. I fried a drive once. Luckily it was under warranty and I got a replacement.
