depends. if the win98 cant see the cd or read the cd software wont help.
if it can see the cd and its contents, but just doesnt know what its looking at (eg, you have burnt an avi to the cd which 98 cant see) its probably just a matter of getting specific drivers for the file type.
we need to know what kind of files your burning, whether the xp machine can see them and run them once burned, whether the 98 machine can see them at all. it will also help to know if xp was factory installed or self installed.

win XP was factory installed. what i burn are anykind of documents like zip files applicartions and eveen txt files. win 98 does'nt eveen see the cd. for udf cd's 'cdrw's burned with adaptec 's direct cd there is a software that enables the computer running win98 to see the files on the cd i was hoping that there was the same kind of file for win xp

have you tried both cd-r and cd-rw. if you have only tried cd-rw i know that some cd-roms flatley refuse to see them. cd-r however are accepted by prettymuch anything
try using the cd on a friends/work/school etc pc. if they cant view it its a problem with the burning process. if they can view it, it could be a problem with the cd-rom
