Users Permission for Editing

I am trying to limit some users ability to edit a users ability to edit a file, while still allowing others to do so. I have user groups set up in WinServer2003 and want to block "all users" ability to edit the file, then add exceptions. I am doing this in the security tab (of the file) in WinXP. My problem is, XP seems to default to the lowest possible permissions. This means that if I give "User A" the ability to modify the file they still cannot because they are included in the "all users" group. Is there any way around this, so that I can block the majority of people, but allow a few without creating a new user group?

XP will indeed default to the most restrictive. So you have to base your permissions on that. Remove the "Users" and create groups. Then, set the proper permissions for each group.
