Users can't delete their print jobs

Hi guys,
I got one Windows 2003 based print server. All installed printers are TCP/IP based and shared for users. I am having following issues with this printing system.
- Most of the time users send jobs to any printer but instead of printing it just gets stuck in the print queue despite of no issues with the network or printer itself.
- Once a single print job gets stuck no one else can print any document as there print-job waits for the first job to finish.
- If a user tries to delete his own print-job he can't do it. He doesn't get any error message but instead job remains in the queue giving the status "deleting" but remains there forever.
Could some one please assist me how to resolve the mentioned issues and fine-tune my print server?
Your helpful assistance will highly be appreciated.

Stopping and starting the spooler service should clear the print queue but that becomes a pain in the butt. Make sure that the users' permissions allow the users control over the print jobs.
Also, look at the event viewer for error messages on both the server and workstations.

Thanks for the reply guapo. Everyone group has Print and Manage Documents rights and event viewer has no entries related to Printing.

Something tells me that if an admin were logged into the workstation, none of the print jobs would hang and if they did, he would be able to delete them from the queue.
I say that because, I've run into strange permissions problems with Windows, not exclusive to printing but sometimes related to them.
