User restrictions on XP Home

I need some help: I want the restricted user not to change the wallpaper settings and the screensaver settings. I know it can be done under Windows XP Pro via group policies, but we have only XP Home(on 15 machines). So I search for a usable trick to do this.

I am not familiar with XP Home but i have XP Pro and you just Run "gpedit.msc" (without the quotations) to run the policy editor. if that fails, go to www.winguides.com/registry and set up all the security settings you like for each user individually.
