Up at the top of the Paint window, click the word HELP that is in the Menu Bar.

The Paint tutorials go into great detail, but don't discuss the question I asked - about the meaning of the change of cursor icon as the mouse cursor moves around the canvas.
It is of especial relevance when a graphic has been pasted into MSPAINT for some modification - the tutorials are silent on that.
