User can't work with file

I've created a user account that is limited, and is a power user. I don't want the user to be able to change any system files, but be able to use these certain files (MS Access files). How can I do this?

Okay, I've fixed it where they can now use these files. I cleared "simple file sharing" in folder options, and the security tab finally showed up under properties in the folder I wanted the user to have access. Gave them full control & now it works.
Now, the only thing left I'd really like to give them control of, is adding their own printer. When the user tries to add printer, he only has the option of adding a printer on the network, not a local printer. Can I change this?
