Please be more specific. When you say it doesn't open, do you get error messages or crashes?
What CD did you use to reinstall Windows? A genuine Windows XP CD? Did you reformat or did you just do a repair install? A reinstall should have fixed the problem, but only if you reformatted.

If you right-click on the My Computer icon, and click Manage, does the Computer Management window open?
