User accounts and access to CD

I have several limited user accounts on my machine and none of them can write CDs or use the scanner. Both work fine from the administrator account. I assume there is a setting somewhere to enable this access but I've searched for days and cannot find it on the machine or in the forums

You may also have to find the registry keys for the software and give them rights to those keys.

Thanks for the responses, but I don't understand. These user accounts cannot recognize the CD drive or the scanner. (but admin does) I don't understand how changing file permissions will solve the problem. What am I missing???
