User account configuration

Microsoft Windows xp professional w/ sp2

Specs: Windows XP Pro SP2, IntelCore2/1GB
Hi, please can someone help me with this?

On a 5 PC network of 3 users + guest.

Until now all users have been 'administrators', able to modify their own desktop config. Now, 2 of the users have 'Limited' accounts, which seems to make it impossible for them to make changes such as:

In Start Menu Properties> 'Classic Start Menu', being able to make 'Show small icons in start menu' apply and stick.

How can the user with an administrator account get into limited user's accounts and make these kind of changes for them on this level?

Thanks for the helpful advice Johnw.
I need to read everything I can find on this subject.

As it turned out this time, the problem seemed to be caused by copying the profile of an administrator to a limited user's account as a quick basis for further development.
Making the Limited User a new account from scratch overcame that specific problem but still a long way to go setting up shares and permissions as required.
