Comment:
I have a DELL insperion 9400 which does not come with serial ports.. So I buy a USB to serial cable and install the drivers but under the device manager I see no com ports. The device is shown with a ! and named USB-SER!. I realize that i will not see the COM1 or COM2 as they are physical devices but i should see COM3 or COM4 but I see no serial port at all.... The cable was purchased from a online store but the drivers are Prolific PL-2303-based USB to serial adapters
Since there are no physical ports I see no option in the BIOS

That is the way it will be seen...USB SER... the yellow exclamation point shows that it is present but the drivers are either not installed or not installed correctly.
I would check with the manufacturer of the adapter and use their suggestion on how to properly install the driver files.

Some of those might need to have some other settings changed. Sometimes irq's are off, might have to edit bios.
Some times they either need to be booted with the device installed while other models need to have it plugged in after booted.
I read it wrong and answer it wrong too. So get off my case you peanut.
