The problem I am having is that my laptop
frequently and spontaneously is making the
noises like something is being plugged and
unplugged from the USB port. I have no clue why
this is happening. Can someone help?

Check device manager, take a snapshot of it if you can, then when you hear the noise check device manager again & see what has appeared/disappeared. It's probably one of the internal components turning itself on & off to save power or something similar.
