usb printer wont load

Trying to load ANY printer through a usb port. Drivers load...click finish then-error occurred during the installation of the Device-ACCESS DENIED. I am the Administrator. I can load a network printer or a parallel printer. Mouse and Keyboard are usb devices, they work fine. Tried loading in safe mode. Tried a web driver. help

There is no sign of the printer in the printer and faxes setting...like it doesn't even load it once it hits that error...I did not connect the printer until I was prompted by the software.

the USB ports are working fine...Windows does recognize new hardware found...even attempts to load the drivers...and it doesn't matter what printer I have tried...Brother laser-Hp inkjet-even an old Canon bjc100 with a usb to parallel adapter...once it get to the finish screen that error pops up and nothing...no printer loaded anywhere...
