USB Ports on Dell not functioning

Usb ports have stopped funtioning so no comm with keyb or mouse, no ps2 ports on motherboard so can flush out existing usb settings, it did come up with an error saying it had an overvoltage on and usb port shortly b4 it expired, Spoke at lenght with dell tech support they say reinstall windwos which is difficult since I dont have a functionig keb or mouse and they didnt supply a cd with windows on it, anybody else got any suggestions, I wonder if plugging in a pci usb hub will auto install allowing me to connect up the keyboard mouse and having a look at the xp device manager, or configuring a network and remoting into the system from another but can I do that without logging onto the system?
