The only upper and lower filters keys in the registry that I know of has something to do with CD/DVD drives. What prompted you to think there are similar keys for USB controller?

I was cleaning up a laptop and reinstalling everything. Everything shows to be fine, but my usb ports will not work. If you put in a flashdrive, it does nothing. I loaded the chipset, bios, drivers for everything else, nothing shows to be wrong in device manager. External keyboard and mouse will not do anything. I diabled the usb controller in device manager, and when it reboots, it claims found new hardware and loads them right back with no question. So I got online to see if I could find a solution, and I found the following advice:
Following an upgrade with Windows XP SP3, my USB devices were no longer detected. In My Devices, the normal 3 instances of USB root hub were gone, causing the other USB controllers not to load. Solution: remove upperfilter and lowerfilter keys in the registry. Be sure ONLY to do this for the keys that refer to USB devices, NOT to other devices.
I knew about the upperfilter for CD and DV drives, but not USB. So there is the reason for my question.
If you would happen to know why the USB ports don't work all of sudden, I would appreciate your help. I tired finding drivers to USB ports, but when I look for them on the Dell web site for the laptop, they are not listed in the driver dowload.

If the ports worked before SP3, uninstall it and go back to SP2. I did that on many PC's that had connection problems as well as USB problems.
