Usb points not detecting scanner

Specs: Windows XP
My USB ports no longer detect the scanner or printer but are OK for using a memory stick.
I have found that the Device manager page is completely blank with nothing listed. What do I do please

In Windows Services, start the Plug and Play service.

OR, double click the service, then make sure the "Startup Type" is set for Automatic.

SYSTEM WAS MISSING so I added it
