USB not recognizing

My USB mouse and keyboard work. My USB gamepad and camera with flash card do not.
I tried flattening the capacitors. I tried unticking allow the computer to turn off this device to save power. I tried re-installing chipset drivers and USB drivers. I tried uninstalling and letting windows reinstall USB devices in the device manager. The gamepad and camera are known to work.
I also have seen it do this one other time on this machine but that was like 2 formats ago and also was within the last 6 or 7 days as I have formatted 10 times in the last month it seems like. Because of this I am not afraid to format again if I get another suggestion to try. I am going to sleep and shortly after I wake up, I'm getting ready to do it all over again. My fourth time in 50 hours. Please reply quick or it's getting a clean install.

Try unplugging the mouse, then plugging either the camera or gamepad into the mouse's port. I suggest the camera, because WinXP will throw up a dialog if it sees the camera.

please try the external extention of "USB Hub" with four ports, it will solve this problem
