Your motherboard driver disk has USB drivers that may need to be reinstalled.
Some BIOS have an option to turn the USB ports On or Off, so you may want to check the BIOS to see if they are turned On.
Do you get this Error Report on every USB port that is on this computer or is it only popping up when you use a specific USB Port?
Has it ever worked properly? When did it start doing this? Have you tried using the System Restore option?

If you have a lot of devices hooked up to your usb ports, it could be a power problem. Each device requires a small amount of power from the motherboard to work. Sometimes the motherboard cannot supply this needed power. If this is the case, the cheapest and easiest option is to buy a powered usb hub.
