Motherboard: MSI K8T-Neo
Keyboard: Saitek PC Gamer

I have the latest BIOS update from MSI installed and the latest drivers from Saitek. I have USB Legacy set to "all enabled" in my BIOS. I still can't get my USB keyboard working before windows loads. Any ideas?

How did you do all the changes in the BIOS?

Anyway I have a keyboard entry in my BIOS settings that selects either usb or ps2 all those other that you listed or set for after windows loads. Look for the keyboard entry or possibly a usb boot up entry and enable that also!

I don't have entries in my bios that allows me to choose between usb/ps2, or a setting with after windows loads. In my boot menu, theres no USB boot up entry for my keyboard, only a removable devices entry, which is enabled.

check the wireless reciver or the keyboard if it need batteries.
as for the wireless reciver you may need to press on either the keyboard or reciver press connect.
Just a thought.

Oh If you still have the old keyboard. Did you try pluggin it in and see if works?
Also try the usb keyboard on another computer. does it work?

my apolgy for misunderstanding that this is a usb. And not a wireless.

How long did you have this keyboard if you had for quiet sometime.
possible. that you mention you updated the bios. usually after an update it reverts to default setting so.
if you still have the other keyboard laying around PS/2 plug it in again.
and try get in to your bios again.
reset it to your configeration.

then reboot then shut down and plugin your usb keyboared. Restart.

if window still does not see it.
then remove the software for the usb.
suspect possible window might be corupted?
or the software for the keyboard.

I don't have any other desktops in my house to try the USB keyboard on. My old p/s2 keyboard still works fine. I think the issue might be because windows recognizes my keyboard as a game controller as well as a keyboard. Is that normal?

Its called the Saitek PC Gamers' Keyboard.

I used the default Windows drivers whenever I reinstall Windows, and I also tried the official Saitek drivers. Neither of them let the keyboard work before Windows loads. Same as Linux. The OS has to boot before the keyboard works.
